Anyone can make a page and invite their followers to give them Brutally Honest Anonymous Feedback.

When someone logs in (clicks on their friend's link), they first need to sign in with Twitter (though they are guaranteed their votes are anonymous).  They vote that person 1-10 and can leave a comment.  When they press next, a page is created for another of their followers who they can then rank.

Eventually a leaderboard will be created of the best Twitterers.
